WHO WE ARE

DAVID OWAN CARE FOUNDATION  also known as “DOCAF” was established and duly registered with the Corporate Affairs Commission (CAC) of Nigeria in November 2023, as a Non-governmental, Non-religion and Not-profit making organization. DOCAF is committed to improving the lives of the marginalized and vulnerable populace in Nigeria and Africa through our strategic advocacy and engagements with relevant individuals and organisations. 

 

 

Our carefully designed projects and programs in the areas of Economic empowerment, education, health and wellbeing, environment and climate seek to strengthen already existing policies and systems to visibly impact our target communities.

Our programs cuts across different age groups with our gender sensitivity and inclusivity as a key player. Through Advocacy, Partnership, and collaboration with relevant organizations and individuals, our impact will expand from communities, states, and African Nations respectively. Our mandate drives our operations to improve lives and impact communities.

STRATEGIES OF DOCAF

DOCAF shall conduct strategic advocacies to relevant stakeholders (inclusive of organizations and individuals) in order to sensitize the general populace on our activities and programs.

DOCAF shall regularly collaborate and partner with key stakeholders including policy makers and implementers, government agencies, development partners, organized private sector, Nigerian communities and other community based organizations with similar aims and objectives at all levels.

DOCAF shall conduct strategic outreaches at various levels and locations for the purposes of mobilizing appreciable supports that will aid its efforts on implementation of programs that will drive home its messages, and also mobilize support for the betterment of the vulnerable communities.

DOCAF will mobilize supports, raise funds and other resources from privileged individuals and groups including philanthropists, government agencies and development partners in order to advance the overall interests of our target population.

PROGRAMS & INITIATIVES

Regular workshops and  training sessions organized to provide robust support and enhance the capacity of members of the community.

A community-based program to promote environmental sustainability through climate education, action and other environmental conservation programs, projects and initiatives.

This initiative is tailored towards building capacity of community health workers for
improved service delivery and also giving medical support to the vulnerable and
marginalized groups who are lacking medical care due to lack of funds by sponsoring
treatments and payment of hospital bills and follow ups.

This initiative caters and supports the Aged, widows and widowers through financial welfare packages

ORGANIZATIONAL POLICIES OF DOCAF

SCOPE
This policy comprises of standard practice instructions covering all areas of David Owan Care Foundation (DOCAF) operations including:
Receipt and Payment Funds, management, Recording, Processing and reporting Internal control and Audit.
 
Financial Functions and Conducts 
 
Functions:
This policy is designed to provide the framework through which staff and other stakeholders of David Owan Care Foundation (DOCAF) shall from time to time, manage the resources of the foundation solely for the achievement of its objectives. This is to ensure that:
 
– All assets DOCAF are safeguarded
 
– Fraud and errors are prevented and detected
 
– Accounting records are complete and accurate
 
– Financial information is timely and reliable
 
– Members of staff, contractors etc are protected
 
– External parties are protected from dishonest or unethical persons.
 

This Monitoring and Evaluation policy and procedure of David Owan Care Foundation (DOCAF) was developed for its intervention programs in Nigeria. Similarly, a Performance Monitoring Plan (PMP) for measuring all round progresses, and for the attainment of the foundation’s goals and objectives, that will feed into the Nigeria national programs targets.  

The need for establishing the Monitoring and Evaluation (M&E) policy and procedure in David Owan Care Foundation (DOCAF) originates from the understanding that project performance and impact measurement is best appropriately captured by effective monitoring and evaluation system.  Therefore, David Owan Care Foundation (DOCAF) Monitoring and Evaluation Policy is a product of conscious efforts at ensuring best possible quality of data collection, analysis, management and reporting from the service delivery point to decision making (policy formulation and implementation) levels. This document establishes the principles of monitoring and evaluation as will be applicable in the foundation’s programs and activities. 
 
Purpose:
The purpose of this M&E policy is to set out the general approaches that David Owan Care Foundation (DOCAF) will use to monitor and evaluate its activities, and those implemented in collaborations with partners in order to achieve the foundation’s goals and objectives, set within the parameters of the Nigeria’s National Strategic Framework.  
This policy covers the whole process of acquisition from third parties on goods, services or construction projects. Therefore, it is recommended that this policy be made available to all units and employees of this organization. And to enhance understanding of its application, all employees of DOCAF foundation are given orientation on this manual at regular intervals in order to serve as guide in all procurement matters.
 
This Procurement Policy defines the procurement system and practices in the foundation. It outlines the roles and responsibilities of the respective stakeholders involved in the act of purchasing and procuring all goods and services relevant to the overall operations of the foundation.

The Gender policy of David Owan Care Foundation (DOCAF) shows its commitments to support and promote gender equality and practices always. This policy is tailored to maintain and complement DOCAF’s diversity, whilst supporting relevant strategies and standards of action and accountability.

By this gender policy, David Owan Care Foundation (DOCAF) fully commits to address all forms of discriminations against anyone or group. 
 
DOCAF recognizes that power relations between girls and boys, men and women are unequal, and that such inequalities should be addressed accordingly. Therefore, the foundation must approach its work in a manner that is all inclusive with gender sensitivity.
 
Purpose:
Through this Policy, DOCAF commits to ensuring that gender equality is fully incorporated in its overall works and operations. 
 
DOCAF seeks to promote equal realization of dignity and human rights for girls, women, boys and men, and the elimination of poverty and injustice. By articulating common standards and commitments, this policy is aimed at:
 
Creating a transparent and consistent message on DOCAF’s commitment to gender equality in working relationships at all levels, and with similar organizations and agencies.
 
Creating partnerships and collaborations for the combinations of the strengths, good practices and lessons learnt among civil society organizations and partners working on and committed to community development programmes at all levels.
 
Reducing the problem of mixed messages being received by DOCAF office on gender and development philosophy, objectives and requirements of all staff in the foundation.
 
Facilitating more coordinated development actions for the advancement of marginalised and vulnerable communities.
 
Streamlining DOCAF’s programming focus on gender balance mainstreaming.
Promoting rural population inclusion and engagement on public decision formulation and execution processes at all levels in Nigeria. 
 

DAVID OWAN CARE FOUNDATION (DOCAF) acknowledges that, in order to protect the vulnerable population (people infected with, and affected by disease condition and other inequalities of life), and to ensure best quality and seamless service provisions for these groups, information pertaining to them need to be shared with other organizations and agencies only on a “need to know basis and with utmost confidentiality”. In some circumstances, it will be necessary to share what might normally be regarded as confidential information. 

DOCAF will only share information with other agencies on a “need to know” basis or when required to do so under the law or for the purposes of protection of the public. Information will only be shared when it is in the best interests of the foundation and its key stakeholders.

DOCAF acknowledges the legal and ethical duty of confidence that it owes to individuals and communities with regards to the information held, in whatever form, by the foundation and it staff.

This gives details of the processes of managing employees in DOCAF for effectiveness and efficiency purposes in the foundation. This is to ensure that the human resources of DOCAF are properly managed and motivated for optimal performance that will enable the foundation achieve her set goals and objectives.
